Doom wins, but he's the arrogant kind who will underestimate Spider-Man (You ignorant wallcrawler, enough of this foolishness, you're dealing with dr. Doom now !) and Spider-Man won't go down that easy.
But in the end, Doom wins.

It's not a tough one at all. Spider-Man didn't even hurt Doom. He brought down a bunch of dumbells on Doom and he just shrugged him off. Check out Amazing #350 and watch Doom literally put Spidey through buildings. It's one of the greatest Spidey fights of all time. Classic.
spidey had to consider the safety of those around him namely black cats ol pops. Had he not been trying to negotiatiate with Doom he would give him more trouble. Spidey is stronger than doom. But Doom is too powerful.
