There are forms of Lobo with canon, specific powers which later got removed, And forms that are forum specific (so not explicitly categorised by DC, only us).
Blood clone Lobo is an example of the first. So until he was depowered, every drop of blood he spilt grew into another Lobo etc. So he could soon have an army of them.
Toonforce Lobo is a forum construct. So DC have never explained to the best of my knowledge how he can crunch an entire city up into a marble sized morsel, then eat it, or break the 4th wall and threaten his own writer, or use things like guilt grenades or destroy areas with his farts alone, or continue fighting as a headless corpse. But he can, and it was never removed from him.
