The most powerful Galactus we've seen is the one that did not restrict his hunger,
due to Taimut's tamperings with Galactus' 'safety-net'
that being, (the safety-net)
that he can stop himself from absorbing all reality.

Other than that, we have Byrne's vision of Galactus in another future,
where he destroyed the Omniverse while battling Ecce, (killed Ecce too btw)
in which case Galactus then re-created all creation with his energy stores.

Anything else is myth/folk-lore and legend.

there is no full power galactus. its like filling a bucket with water with the bucket having a large hole.
