Indeed. It's not automatic, but an experienced GL can do it. It's been done on Hector Hammond and Thundermind/APP (I can't remember exactly).

For the sake of the plot, J'onn isn't likely going to shut down the antagonist's mind right from the get-go. It's the same reason Flash doesn't just automatically steal the speed of every opponent.

In a forum setting, however, it IS something they could/would do.

This doesn't guarantee J'onn a win either since Hal can erect those shields at the speed of his thoughts. He's facing a character he knows well; why wouldn't block off TP intrusion immediately at the start? It's not in-character for J'onn to do it right away. It doesn't mean that he wouldn't try to use it in a forum battle: the Flash may not speed-blitz every opponent, but he does speed-blitz as part of his character.

So you're saying it would be in character for Hal to erect a TP-shield right from the start, but it would not be in character for J'onn to use TP right from the start?

I'm pointing out that if we accept the whole "use powers to full capacity" then Hal is as likely to immediately protect himself from TP as J'onn is to go for an instantaneous incapacitation via TP. They both know their opponent's capabilities very well. It doesn't require a special shield distinct from their usual plasma shields to do it either, so he could still attack while being protected.

I think J'onn's telepathy will be less useful than his invisibility, phasing and shapeshifting. And that's assuming J'onn is fighting Hal in the first place instead of CA.
