Does he? I only recall medusa interpreting his body language and communicating his wishes to the others. I think he is body language only, cant recall him using telepathic powers of his own.

I understood your question. Black Bolt's power isn't extradimensional or anything, it's just apart of his physiology. There's no limit to how long he can sustain it as long as there are electrons... which are infinite in number. He can talk for as long as anyone else can talk.
