Hawkman is tougher than many realize, but if Donna isn't holding back, she takes a solid 8/10 in this: she's vastly stronger, much faster, and is more durable. Her bracers will help stand against his weapons, so that equals out. His one or two wins comes from his working *HARD* to make *EVERY* blow count, and assumes he manages a couple lucky shots that she doesn't block (which, while unlikely, is not out of the realm of possibility).
This goes to 9/10 if she has her Lasso of Persuasion; while not the one-shot that Diana's can be, it does add to Donna's possible wins, via a submission, as Donna's assertive willpower is at least as strong (and likely stronger) than HM's mental resistance/fortitude.

HM's *weapons* are capable of harming many people - that's how he gets his couple of wins against her (unlike truly more powerful beings, like BA, etc, who he generally wouldn't get *any* wins, barring PIS); however, Donna is durable enough to take at least a couple/few hits, and if PIS/CIS is off (which, if I recall, is the default), Donna is going to at least match his maneuvers, for the most part, and her *bracers* can certainly block a number of his attacks. As long as she connects several solid attacks, he's going down... just as he would against anyone in her strength range (or greater) -- again, assuming the *plot* doesn't dictate otherwise...

(I'm going to walk away from this conversation now, because you just answered your own question, but didn't realize it... soooo.... on to greener pastures... But let's just say that Adam taking a whole issue to take down HM is a showing for HM similar to BM taking down 4 White Martians -- *of course* BM can do it, 'cus he's BM, but in a Forum fight, that shit ain't gonna cut it... HM is tougher than many think, but many of his showings are Batkick-esque, by Forum standards... and yes, I mean that seriously: I've followed the character for 30 years now, and much of his "beefing" is at least partial PIS...)
