right, because bruce isn't super aware of his surroundings & a trained ninja with heightened senses; op said that they both have an idea of what they're dealing with. bruce will know about the arrows....
And Ollie is from a universe with actual superheroes and superhumans. He has better, more cheesy sci-fi gear and he is used to fight meta humans. Batman is used to fighting street thugs. Ollie's stupid glasses / satellite pick up Batman's location, Ollie snipes him with anyone of a number of arrows... some of which don't even need to hit the mark. Dark Knight Batman is too grounded in reality to beat anyone from Smallville, Liam Neeson in Taken, or Eric Bana in Hana would be more along his lines.

You are confusing the comic book counter parts with the movie / tv versions. Nolan Batman takes his equipment from the RnD department at Wayne Enterprises, Lucius Fox makes the rest, and an accountant figured out he was Batman. How is he "smarter" than Ollie? How is he smarter than anyone? There is no indication at all that he has greater than average intelligence. Christian Bale pretty much plays Terry McGinnis, Morgan Freeman is the real Bruce Wayne in Nolan verse.
