Sure. Fought Ken in the Udon comic on good terms. In one of the manga, Cammy's special forces team wasn't even able to track his movements (except for Cammy herself).
To get stats on him, you'd probably have to draw comparison to other SF characters, but they're all clearly superhuman in strength and toughness (Balrog trains by filling punching bags with cinder blocks- and destroying them in one hit. Cammy and Chun-Li can kick each other multiple stories into the air. Sagat can kick Ryu hard enough to break a stone temple with the impact of Ryu's body, which didn't significantly hurt Ryu. Etc.). Probably at least class 1 strength.
