What does a character have to do to be above the Herald tier? What fts do they need?

I would say this as long as it's not during a character's introductory arc. If they pull a convincing win over a high-herald while not getting a "new" push, then they are serious business.

More than 2 showings like that will get him for sure above herald in my book

Considering context i/e heralds not holding back.
