Registered sex offenders and the lottery

Florida state Sen. Darren Soto (D) wants to change the state law that allows convicted sex offenders to keep lottery winnings with no strings attached. "My bill would provide that the winnings would be frozen to up to a year for a sexual predator so that the victims could have an opportunity to seek compensation and justice," Soto said.

Not to be a dick but, why should these people be singled out like this?
These people, nasty as they are, payed their money for a ticket
I'm thinking this would set a bad precerent.

Of course, if these nasty people were just killed off like i've been saying for years this wouldnt be an issue. Unfortunately they're here. They get to go to jail, serve their time, and buy lottery tickets lile everyone else.
I've never seen anyone suggesting any other type of ex cons get this treatment.
Do people like Sen. Soto get to pick and choose which crimes merit special sanctions?

How many sex offenders are winning the lottery for this to be a law?

But yeah, while I find sex-offenders to be pond scum, this seems little more than singling out. Why not expand this to include thieves, assaulters or just about any crime that harms someone else, so the victim(s) can then seek monetary compensation in kind.
