He was quite solid, but he's still gonna be below actual HtH specialists.
Hawkeye's an archer first who's good at HtH too. Conner's a martial artist first who's good with a bow too.
Certainly top ten, though his best fight was just surviving against Shiva.
He's IMO below Cass, Shiva, Richard Dragon, Bronze Tiger, and Bruce. And above just about everyone else. Same general zone as Black Canary I'd say.

I haven't actually read that story, so I can't tell you.
There's a few one-storyline-wonders who normally get left off. White Canary too, for example.
