I'd go with Tom. Better fighting skills. Cham can win a few, but Nemesis takes the clear majority, IMO.

Is chamelein able to wear multiple mazks like Nemosis ?
Tom develoled a sustem where he can layer masks over each other and by touching a button on a device worn around his neck dispense just enough spray to desolve one mask at a time. It allows him to transform into someone else almost instantly.
