Sidious. Cause here he's not waiting for anything to happen he's just fighting. Say Windu is at the same skill level at that exact same time in ROTS, all that would come to it would be a stalemate and thus force powers would eventually have to be used and Sidious would beat Windu there.

Ditto what Emperor Sidious said. Mace might be able to contend with Sidious in sabers and possibly beat him with the amp he received, but it will ultimately come down to force power which Sidious clearly has the edge in.
