To further my original statement, yes Traya can drain him. But to what extent and what effect it would have is something I'm uncertain of; it'll either tickle him or make me sneeze... not sure which.

She can certainly siphon off energy from Sidious; that much isn't up for dispute. The extent of it, however, won't be enough to really matter in combat.
