He beat him down, but Fraction and Bru poisoned the well a bit by having a revolutionary ask him to throw the battle first, so tournament duties didn't keep him from leaving the city.
Danny was pretty sure he was going all out anyways. Just not 100% sure.
They had a sort of rematch, with Cobra's chi powers nullified. At least, the lighting stuff was, along with Bride of Nine Spiders unable to control her pets from attacking her, or Prince of Orphans being unable to go intangible. He was still knocking Danny into mountains and such, so still very strong, but he lost, and you have to consider that chi nullification may have played a role.
