They can only create 1 kaiju.

The problem is they make super lightweight kaiju. The mega kaiju was only 7,948 tons compared to Godzillas 99,000.

But if the question is with prep, could they defeat godzilla then yes.

Godzilla stomps here, litterally; here's why:

They had prep, as the Jaegars they fought had been around for a long time, the aliens/beings knew their strengths and weaknesses. Even with prep, the greatest Kaiju they created still ultimately failed.

Now if we're saying unlimited prep, sure, in maybe 1,872 years they'll succeed.

But the Jaegers also had prep and kept advancing. Godzilla is going to stay the same. Lets say they send a couple of test waves first.
