It's not the regulator that made Thanos powerful, it's the fact that he absorbed all the cosmic beings that made him powerful. So "Thanos with TOAA absorbed" would be a better descriptor.

Well there's Thanos w/ Regulator absorbed. This version had absorbed every iota of power in his universe (along with his universe's cosmic regulator).

Then there's Thanos w/ TOAA absorbed. This version was able to absorb the power of TOAA, because TOAA is only omnipotent within a well functioning system, and the "system" was no longer well functioning as a result of Thanos absorbing the regulator.

Since MXY doesn't need a well functioning system he should defeat Thanos with the regulator before he absorbed TOAA.

And since Mxy can do what TAOO could not mxy >>

Mxy wins. He turns the regulator to a mouse trap and thanos into a purple mouse.

From a story point of views, we can argue Thanos, feats wise, Mxy by leaps and bounds.
