Wasn't that a lesser hammer? Probably a little bit of both. Dialogue is weird as well, should've said he hurled it instead of sent it flying.

Odin didn�t say anything about the few hammers he made being special. He trying to show off his skills as a blacksmith since he can�t sleep with them making hammers for Thor non stop. NOT only that but there�s Never any differentiating between the hammers the dwarves are making and the ones Odin made, especially since the dwarves continued making hammers until they started running out of uru And Odin didn�t keep making hammers for that long.
