Dr.M invaded DC, oneshotted everything, and recreated what he destroyed in ddc. That alone puts him above LT, but I can go further. Dr.M also thinks that the magic of DC is trash, and it doesn’t affect him at all. While LT invoked the power of the seraphim(magical extra-dimensional entity) to summon a magic shield and protect himself from the magical roaving rings of Raggaddorr( magical extra-dimensional entity) so LT is weak to magic powerhouses. Cyttorak(magical extra-dimensional God) cracked the shield LT uses to protect himself btw. LT couldn’t erase Zom(magical extra-dimensional entity) from existence. Nebulos( magical extra-D entity) stalemated and made LT throw a temper tantrum because he couldn’t win the fight. Shuma-Gorath(magic Extra-D God) ruled earth 616 and absorbed every magic power from that timeline. LT was willing to destroy earth 616 because Zom evil magic was tainting it. Shuma was doing the same thins as zom, but LT never showed. In fact, no abstract or God ever show to protect earth 616 except sise-neg( magic God). Sise-Neg became the God of marvel and took on a cosmic role that is pretty much above the abstracts( including LT). So if magic Extra-D Entities can make LT bend over, than the clone of Dr.Manhattan stomps LT. In the adventures of Superman, Dr.M sent one of his lesser clones that made mr.mxy( a magical entity) run away in fear. Spite
