Tricky question. Cap looks better in his fight scenes but that's due to the fact that he's superhuman.
Ward is definitely meaner and crueller, and has just as much experience taking on skilled and even stronger opponents... but then I'm having trouble seeing Cap lose

I'm unsure. Cap has more heart but Grant is crueller. And though Grant doesn't have as acrobatic moves as Cap, he has dirtier tricks like breaking fingers and eye pokes. A Grant Ward jacked up with SS serum would be a scary guy.
Prior to the super soldier serrum, Cap was a skinny asthmatic with almost zero combat skills.
In comparison, prior to any super soldier serum, Grant Ward is already one of the deadliest assassins around.
If they're given the same serum to make sure they end up with the same physical stats, that means that Grant Ward now has the advantage of a lot more training and experience in h2h combat.
Actually, now that I think about it, I'm going to go with Ward. Although Cap still puts up a fight.
Exactly. The SSS doesn't give one knowledge in h2h, which meant Steve still needed to train. In which case, Ward just has more training and more experience.
Bucky is a better assassin because he's also enhanced, and as far as I know he was not trained as an assassin prior to being made into the Winter Soldier.
Theres literally nothing to suggest Cap would be a top tier assassin with regular human stats. And even if he would, Ward stomps on several assassins combined.
I lost interest in AOS sometime during season 2, but even then yeah Ward is better trained than Cap.

Yeah... if you really watched AoS you'd know that Ward becomes way more than just a simple Hydra thug.
As for Cap, he's able to do the things he does because of the SSS. If you dropped his physical levels down to a regular human, I don't see him doing what Ward has accomplished.
As for training and experience, yes, Ward does have more. Captain America for the most part fought regular humans who were physically inferior to him. The times he's fought opponents with the same physicality as him he has struggled.
Ward has mowed down numerous trained fighters with similar physical stats as him.
