Sometimes PIS and CIS is so much mixed up, so it's impossible to draw the line. Like, Spider-Man losing to Captain America because he holds back too much and respects Cap, so he prefer to lose than actually fight. Yet it still looks like a huge load of PIS and jobber aura of Cap.
Because it's comics and Stan Lee himself answered of the question "Who would win in a fight between 2 characters in comics"? Stan Lee said than writers decide it and made an example - if he writers a story where Thing and Spider-Man fights, only he can decidedl the winner. If he wants Thing to win - therefore Thing wins. And vise versa with Spider-Man.

Guys like Batman and Nightwing can die by a bullet shot to the brain, but they can also hop on a freaking rocket with almost zero repercussion. Its even worse in animation where characters like Black Canary and Batman can Judo flip blatantly superhuman characters like Superboy and Kalibak.
Captain America too. Headshotted right through in his head, but after some treatment he is completely fine and has full memories. Although it still can be explained via healing factor that Cap has via serum, but still.
Karate Kid who can fight on par and even damage Kryptonians because he's just good with martial arts. Or Black Canary judo-tossing Black Adam while laughing about his powers, like "I know that you're powerful enough to give Superman troubles, but how about this?!"
