No. Murdering an unconscious teenager makes Superboy Prime sound like a victim.

EDIT: Besides, how old was he? He did spend years in the future/speed force, or whatever the hell happened, and still decided to come back as a villain in full force.
SBP would definitely fall into the "Napoleon" Catagory of those who need to be killed for the safety of everyone else.
Bonaparte started a war, lost and was imprisonned (in conditions that were quite lavish). He escaped and started another war, and when captured he was quietly poisonned in his confinement.
Superboy Prime went on a killing spree and tried to re-order creation, but the Flashes managed to imprison him for some years (subjectively). He escaped, killed dozens more, and tried to blow up the Universe. He shows no sign of remorse or reform. They should kill him.
While I generally oppose capital punishment, there should be no third chances for mass murderers. For that matter, what about all the poor souls whose GL's aren't out there saving their sectors from invasions, comet impacts, and the like. SBP's body count rises even in his confinement.

Kyle Rayner's girlfriends dying. An entire website was devoted to this called Women in Refrigerators, that's how prevalent it is. The guy just needs to take a vow of celibacy or go gay or have himself castrated or something. STOP THE KILLING.
After letting Hal Jordan back, any argument that begins with, "Well, he killed a lot of people" is sort of suspect. Speaking of someone who killed a lot of people and then tried to reshape the universe to his liking...
The basic problem is that comic book characters don't know that they're comic book characters. We know that he's going to escape and kill more people, because, well, that's how comic books work. But look at it from the perspective of the actual heroes involved; the bad guy is powerless, without his armor, surrounded by the most powerful police force in the universe. There's really no rational reason to suppose that he'll ever be able to get out.

The Joker keeps getting out and causing more deaths. If Gotham doesn't have a death penalty, it's their own fault for not dealing with him like they should.

one thing that definatley needs to go is the over comfident villain thing...here me out. here you have guys like magneto, baren zemo or apocalypse who concoct the most diabolical schemes, only to have it all go to shit in the end becuz instead of just doing it, they decided to basically hold a press confrence to give the world and ultimatum/announce the plans in full detail which basically gives the heroes enuff time to mount an attack against them and thrawrt thier plans.....susally successful attacks I might add
Well there are two GLs for every sector now.... and most of the ones that got killed were noobs anyway, so training up a few more wouldn't really set them back too far
