Galactus at what level though? You and I both know he can operate at really low levels...
Was it, i thought it was just an alternate reality. What If always has some ridiculous showings.

True, but then again after retcons this was not Jean Grey and the Phoenix Force acting as one. And its Prior to consuming the sun. Albeit a vary Hungry Phoenix.

Psi-Lord exploded an entire Universe in a Fantastic Force issue. (Not a What if)

It was.
And Psi-Lord wins here.
He exploded that Universe in an instant,
while Phoenix consumed that Universe from City/to State/to World/to Galaxy/ect.
meaning,
it doesn't take forever, but it's somewhat of a process,
since it's fire has to travel across the Universe burning everything in it's path.
Oh, and it was a "What If"
Which I don't think the thread starter added as a stipulation.

From the looks of that scan, What IF Psi Lord seems mighty powerful. I would actually give the advantage to the What If Psi Lord over Dark Phoenix. For one, DP is a vary emotionally involved being. I believe DP is suppose to give into one’s primal instincts. God only knows how she would react, when she finds out she is facing her grandson. Then you have control, DP can be vary arrogant, while Psi Lord demonstrates calm and collect thoughts over the given situation. Let alone self control.
Hell, this Psi Lord could give just about any abstract like being and below a run for his money.
However, I don’t see anywhere in the scan’s stating that Psi Lord destroyed a universe. Any clarifications?

That's the only one that I've seen on panel,
but I'll look into my collection of his appearances,
to see if he's imploded Space /Time itself Big Bang style in other arcs.
