Obviously the ruling has been null and void for some time. Grandmaster wielded the Gauntlet in the same arc without mention of not working[besides not working in DC.], Reed wielded it in Illuminati.

I can't confirm,[maybe someone else can?] but I saw another user mention that he lifted the ruling in another arc shortly after so the gauntlet could be used to fix something or another, iirc.

It is true that he released the ruling during IW, but at the end of the arc he reinstated it.

This time he had the direct orders of TOAA himself, and the additional amendamant that the ruling was now irreversable.

How it could be working in illuminati, I'm not sure.
