I dont think is the return of Captain America. It could be the return of Alex Ross to Marvel and this could be a story of The Invaders. Then again if someone is gonna bring Cap back, who better than Alex Ross.

Its most likely the Invaders story that has been hinted about for a time. Look to the left and right of Cap. Its Namor and the Human Torch.

I think the fact that he put return was to play cute. As is its his 'return' to Marvel with this event, not the return of the character from the dead.
