The Punisher and others found out guns and knives have no effect on the Russian. Poisons won't work because he is predominantly cybernetic. Acid may corrode and possibly eat away the Russian's tissue, but it's not going to stop him. Bombs could do some damage, but I doubt the Joker (assuming he can evade the Russian long enough) carries enough to finish it.

The Russian, 9/10

You're assuming Joker can keep distance between them, each bomb will be a direct hit, the bombs will be strong enough to seriously damage the Russian, and that he has enough of them to finish the job. Not happening, even half the time.

The Russian wins a healthy majority, if not every time.

The Joker can't throw something half a kilometer away. No direct hit there.

Prove this.

The Joker's bombs could probably keep the Russian at bay for a short amount of time, but the latter would gradually move in closer. If the Joker throws a bomb at the Russian at a close range, he risks injuring or killing himself. The Russian would survive.
