Punisher is respected in general, I think that he would be the most respected without a doubt if he worked in a higher scope, but as it is, it's a matter of point of view.
Yeah, they are starting to get him involved with other super-villains. They even had a 'Punisher survivor' support group for super-villains. I think the Tinkerer was present, hes not Dr Doom but I think he was a main player in the Secret War.

Ever heard of the frost giants?
Yes, but I can't recall them ever making up bullshit stories about how Thor will come and eat you if you miss behave...

And consider this, Taskmaster has thrown down with the Avengers, with Captain America, with Spider-man and is technically 2-0 with Iron-man, but when someone asked him to steal from the Punisher he said there was no way he would ever cross Frank.

1- Superman / Captain America
2- Superman / (Tie Captain America and Iron Man)
3- (Tie Batman and Superman) / (Tie Hulk and Thor)
Why Hulk? Because his ennemies rcognize him as the most strongest creature. Because he's feared or known by entities beyound Earth. If Thor's fights are epic, Hulk feats are too, like punching the asteroid, beat the ass of two sections of Avengers, lifting the mountain.
And his most prestigious feat, in my mind, was to finally put an end to Red Hulk saga.

Thor fighting more "honorable" villains doesn't mean villains in general respect him more, it means his villains in general respect everyone more.
Anyway... I don't know... the Brood tell their childern scary storys about Wolverine to keep them in line, he is the Brood's boogyman, does Thor have any scary bed time stories about him that keep an intire species looking over their shoulders in fear?
Fear and respect aren't necessarily the same things, but I can see where you're coming from. After Thor knocked out Ulik in 2 punches he certain got his lion's share of respect. Not to mention the fact that he's a major part of a religion. The Skrull didn't fear Wolverine.
I think you misundestood me though, I was thinking about villains like Lord Shingen and Lady Deathstrike. In my opinion Deathstrike and Wolverine both respected eachother mutually, despite her hate for him.

They fear Hulk more than respecting him.
