I'd give Zee a majority, but her speed MIGHT make a few wins slide Apoc's way.
Telepathy isn't a factor here as Zatanna is basically impenetrable to even J'onn.
She doesn't need to speak to teleport, and doesn't HAVE to speak to vast spells. She's pretty fast on the draw too. She has cast spelles to protect her AFTER bullets were fired, teleported around and away from Mary Marvel before giving her the boot, etc.
Depending on her mood she could just do what she did the Lobo.

Zatanna has a major advantage here. Magic spells are almost always counted as auto-hits, they're nigh-impossible to dodge. Which makes Apocalypse's uncanny ability to shapeshift around attacks useless.
