Sinister defeated the High Evolutionary.
Also, Cable at full power would absolutely destroy Apocalypse, even if he were at full power. That is why Apoc. gave him the TO virus.

The HE was less evolved when he fought Sinister. Apoc created Sinister.

Apocalypse did not necessarily create Sinister, but you are correct in stating that he gave him most of his powers.

That is simple not true. Sinister, by himself, without Apocalypse's help, added Courier's powers to himself, which include the "complete control over his body on the cellular and molecular level" ability, shape shifting and healing factor.

Apocalypse gave him energy projection, immortality, telepathy and telekinesis. That is it.
