i was assuming the purpose was to assemble a team that would actually work and not just throw together a bunch of names.

Silver Surfer-Cosmic knowlege, power, and senses.
Wonder Woman- Brute strength, fighting, magic knowlege, and that lasso.
Vision- Always good to have a computer that can interface and keep up with heralds.
Invisible Woman- Probably the best Meta ever.
Miss Martian- You need a telepath. I like this one because she isn't a physical liabilty like most Telepaths. She can hang with even some heralds.
Jay Garrick- A speedster is a must have for any good team.
Captain America- Awesome fighter and great tactician.
Midnighter- The Yang to Captain America's Yin. Complete opposite style and character. Good for drama.

At worse those people are greyhats or in some kind of atonement phase and yes, the JL and Avengers are full of characters with shady pasts.

actually taskmaster has been a retconned as a "good guy" all along, in the eyes of shield anyway. magneto is a political extremist and is currently considered a hero by the x-men and most of the superhero community. Juggs is just a greyhat as well, he's had his hgeroice and villainous phases and his story has been retconned a dozen times to acommodate different takes on the character.

Retcons suck and are not true to the character, its just writers thinking what if character A is a good guy. Next writer comes a long, nope hes a bad guy.

Villains are fine only if they're redeemable. For example Magneto, Taskmaster or Sandman are fine but Doom, Apocalypse or Red skull are not. The Avengers have had some former villain on their roster. Hawkeye began as a villain, though not a very serious one. Quicksilver and the Scarlett Witch were in the Brotherhood of Evil Mutants. So if they're Thunderbolt material then they fair game here.

This is a badass team. I would replace captain marvel with someone else though, he is too much like thor. Besides that, this team is a beast.

For some strange reason I can't see surfer as a team player. I know he has worked on teams before but he just seem like a solo type of guy to me. I can't see a guy that can basically do anything being on a team.
