We know that Death of the endless functions on a bigger scale, we've seen her job extending to another multiverse even (lucifer's) -- which was shown prior to this showing. And considering that Lex halted Death's role as a whole, an argument could be made that his power was much larger in scope than what was stated.

How was the Phantom Zone God above Death? I don't think it was ever stated to be on that level of power.

^ It's kinda hard to tell, because we didn't see enough of him, but based on that one showing for Lex, it should put him above any of the endless.

Ehh, not really. The only ones that Marvel could be above (with Pym's list) are Tony Stark, Panther, Banner, and High Evolutionary.

^ At first, the zone child was limiting his power, but then eventually he had full control over it (hence why he was able to stop entropy across creation). After that, he fought superman, and the harder he tried to destroy superman, the more power he lost; which left him completely powerless at the end.
