Houngan stated that Major Force's increased power was a direct result of "his soul being reforged to his body" -- but 99% of the time, MF is depicted as Atom's inferior across the board. That said, CA was worked repeatedly throughout Extreme Justice... It was sad at times.

Hell, even Maxima damn near overloaded him with a single blast -- and energy attacks aren't even her thing, ffs:

On paper CA should be one of the most powerful characters out there(and there have been a few occasions where he's been used in that capacity.) Most times, however, he's chumped like your average c-lister.

Characters like him & Atom have the potential to upend the strict DC hierarchy, so are intentionally held back.
