Post crisis, Force was actually said to be more powerful, in Extreme Justice 19 (Or whatever the last one was.)

LikevI said, in Extreme Justice's very last issue.
Major Force was resurrected in a near braindead state, and easily beat Captain Atom. The reason given was essentially that MF, though MUCH stronger (the comics words), is stupid (My words). He's always thinking while Cap is acting, and so gets taken out. The voodoo used to resurrect him left him as a feral, instinctual like super zombie.

Houngan stated that Major Force's increased power was a direct result of "his soul being reforged to his body" -- but 99% of the time, MF is depicted as Atom's inferior across the board. That said, CA was worked repeatedly throughout Extreme Justice... It was sad at times.
Hell, even Maxima damn near overloaded him with a single blast -- and energy attacks aren't even her thing, ffs: (please log in to view the image)
On paper CA should be one of the most powerful characters out there(and there have been a few occasions where he's been used in that capacity.) Most times, however, he's chumped like your average c-lister.
