1.) there were only a couple celestials actually shown in the panel.
2.) the F4 were only in that universe for a brief moment. definitely not long enough to say the universe is stuffed with them suckers.
3.) they didn't see the universe in it's entirety, so how could they accurately make such a claim?

imo, it stinks of hyperbole. are their numbers great? sure. but is that universe literally 'full' of them? inconclusive - but very doubtful. imo.
