Flash v2 #209 - Wally states he could steal Superman's speed and make him stop....Ehmm...With side effects of course... (Picture in the middle)

The only reference as to how far Flash actually went in the Universe was, "racing out into the solar system, and beyond".

IMO, that's not enough to say Flash searched the entire Universe in under a second. erm
