I'm inclined toward Flash, because if they both have Strength and Speed AND experience in combat, the only factor I see separating the two is intelligence, and Flash has that over Hulk (I don't see gamma radiation necessarily decreasing his intelligence, just like it didn't decrease Abomination's).

Based on Intelligence levels, I have to say the Flash then if what you say about the acceleration part is true. Then again, what if this is Professor Hulk?
Exactly how are they stuck in a "Force"? You mean literally stuck as in cant move, or they keep on going at that speed?
I would go with hulk on this one. Flash is more of a finesse player and isn't used to tapping into prima angry. Hulk has more expereince with drawing angry as a weapon. I think his speed would increase with his strength. I also don't see the flash using the hulk's super leaps and thunder claps.
What's the use of a thunderclap that travels at the speed of sound when you can move at multiples of lightspeed? Why jump, and put yourself at the mercy of gravity, when you can run fast enough to overcome the gravitational force itself?
Also, Hulk getting angrier wouldn't make him faster as the Flash. They have to tap into the speed force, something that takes concentration and a clear head. Hulk getting angrier would likely make him SLOWER.
The Flash could be exposed to Gamma radiation, and never even USE his 'hulk powers' and still beat the Hulk Flash.
Considering that the Hulk Flash, still, would likely beat himself.
