Its not safe to say without proof. His power levels have changed over the course of DC history. Who knows? He may actually be stronger then he was or weaker, you need recent scans to show his current powerlevel.

There is no mention for the rhyming demon incident in Reign in Hell.
But there is on panel proof that Neron is again the absolute ruler of hell.
The most logical assumption is that Giffen didn't read DoJ or simply chose to ignore it and reinstate Neron in his usual power level.
All of his subjects (who are all very powerful like Asmodel, Belial and Lilith) are scared sh1tless of him and casually get manhandled by Neron.
He is the active ruler of Hell (in his throne on the first level of the nine)
And he is referred to as the ruler of hell.
All of these are on panel.
For actual power level he manhandles powerful demons and has even Etrigan at his service but it's only the second issue and we haven't seen him in a fight yet.
Neron is the waekest character in this thread. Come on Neron unleashing the entire underworld upon the spectre will not work. another hell lord also try that and the spectre became more powerful tell him that he is vengence and the dark souls of hell only increases his power. second we can judge neron jsut after one issue if reign in hell and you miss read because it is said that neron is absolute ruler for the second level of hell the first being where blaze and saturnus rule. last time we saw neron before reign in hell he was being punish the the coulcil of the lowest of the lowest also refered to as the first fallen ones and they actual control all the realm of hell and decide who the hell lords and another think they were all seraph lucifer and michael rank acrhangel before they fell from grace.
