To answer your question Jiang-Si usually have masters that control them known as Dao-shi that control there corpses but some manage to break that control and set themselves free so that means they free themselves for example
Bladwinds Character is a Dao-Shi and One of Starrys character is A Jiang-Si her Jiang-Si Works for Bladewinds character and only Bladewinds character
A free Jiang-Si Doesn't have a master anymore Such as my Jiang-Si which means they have no one to control them but they still inhabit there corpse-dead body which also means they can't feel pain same as Starry's Jiang-Si

No longer able to feel the blood lust that had consumed him in life, Needles 'lives' a bored, endless existence. He covers up his sorrow by making endless jokes and wise cracks about being dead.
