Cosplay is a short term for costume and play, which mean the peoples who do it can only play with the costume and not the characters, which mean they can't play around with the characters appearance because they will end up ruining the characters which will also ruin the Anime and millions of peoples who are fan of the Anime and characters.
First and foremost it's not called cosplay, it's called dress-up, secondly it's been a European pastime for the last five hundred years as All Hollows Eve—now known as Halloween—and that's not even counting masquerades and themed balls. Like with everything else, we invented it.
You just don't understand the fanaticism of Anime fans. How about someone imitating those you love such as your girlfriend/wife or those you respect such as your parents badly, are you going to feel hurt, offense or feeling nothing? That is the kind of levels of attachment Anime fans have towards Anime and certain Anime characters especially for those in Japan.

Yeah, that's fair enough, but they'll have to deal with the fact that most people a) don't have that fanaticism and b) that the anime they like isn't even necessarily always catering to them.
You will be surprised to know that almost all Anime fans have that kind of fanaticism I menationed, it can be seen at how almost all Anime fans only like certain peoples to Cosplay the Anime characters they love and respect, if not then they will not care who Cosplay. And again Anime are made for Anime fans to watch and not for cosplayers to imitate.
I can understand being a fan of a fictional character, but it's not healthy to act like they are real people or anything like that. If someone is so obsessed with a fictional character that they actually get offended when someone dresses up like them "incorrectly", then that person has issues.
The before and after picture you posted could both be photoshop to make it obvious, if you want to show evidence then show something like this :
The evidence I posted come from the same cosplayer who uploaded all of those pictures herself so there is no chance that someone especially jealous losers who photoshop her picture and then claim she photoshoped it because it is herself who did. This shows that it is western cosplayers who actually photoshop/fake their Cosplay pictures to look good and not Asian cosplayers.

As you see that Asian cosplayer look as real as in her Cosplay pictures and real self [ no deep set eyes, long nose, square face, etc ], she just as cute as the Anime characters she cosplayed.

What you said is more reason why westerners must not Cosplay Anime/Asian characters.
One of the reason why Anime fans not like western cosplayers is because western cosplayers look too old, not that because Asian cosplayers are younger by age but westerners just look much older than their real age.
And there is nothing perverted posting a girl picture who is over 18 even if she look 14 or much younger, it is not her fault to look much younger than her real age and this become problem are only in western society due to the high pedophile crimes there.
