As for draining, that's why I had that old ass scan. It's not the totem, she's hooked into the Red. Batman can't just pick it up and use it, for example.
In a neutral environment, I'd bet he could access enough power for a city buster before she can access armored beetle, or whatever. Even as far back as the 1980's, he was doing stuff like throwing a chunk of metal at an energy projector, outpacing the metal, and delivering a kick as the metal piece distracted the villian. His natural speed is "catch a bullet", while Vixen has to access that.
