The electric Superman arc is in fact an arc. So you can't really average Supes out over the whole time--he's becoming more powerful as he becomes more competent. So if you take Electric Superman from the end of his arc, I think he wins. If you take him near the beginning, he probably loses.
(Note: I believe the Morrison JLA use of Electric Superman may be a bit of an exception to the above arc. From what I remember, Morrison originally plotted a lot of the issues with regular Supes in mind, and when he found out that he had to use the new Electric Superman, he simply replaced regular with electric in his plot, resulting in a very capable and skillful Electric Superman. I'm not sure that Supes was quite as skilled in his own books yet, but I may be wrong. The actual timeline escapes me.)
