You mean the blast effect?

Well, this is how I do it on Photoshop:

Using the circular marquee tool, make a selection (not to big) that you want to be the main focal point. Make sure you use the Feathering option to, so there aren't any unwanted hard edges. (I usually use around 20-30 on the feathering option, depending on the size of my pic.)

Once you have your circular selection on the area of your focal point, choose 'Select > Invert.' This will select all of what was not selected previously, excluding your other selection. That may sound confusing, but you'll see what I mean...

Okay, once you have that selection, go to Filter > Blur > Radial Blur. Once that window pops up, you want to choose 'Zoom.' You can mess around with the settings on how powerful the blur is to get your desired result. Then...

Voila! Blast effect. As a side-note, when the 'Radial Blur' window pops up, you can also choose the circular blur, which makes another cool blur effect.

Here is a Link one I made a while back... on PAINT!! Oh, the horror!!

Anyway, it was right after the first time I saw the trailer for the new Zelda game. I was all psyched up so I decided to make this.

For the record, this is the first wallpaper that I have ever made... EVER!

((In case you were wondering, I gave added the light effect using some phot editor. I can't remember it, but I know it came with Windows... Besides that, it was all done on MSPaint. ))
