Technically Bills did when Whiss knocked him out for three years, making Gogeta the victor. Unless we use GT Gogeta, because he failed to kill Shenron, which is the same as losing.

You're still all forgetting that Godly ki can't be affected by normal ki. Going by just GT statements, yeah, GT characters should be stronger than Bills, but GT characters can't even bust planets at SSJ4 level+, and Bills is a casual quadrant buster with little effort. Plus, the Godly ki=/=Normal ki statement from Bills should be enough to prove Gogeta can't win this.
Without that though, and the fact that Bills stomped every DBZ character with little effort while not even getting scratched, excluding SSJG Goku, yeah... Bills would probably get stomped by SSJ4 Goku.
