Hm.
It depends how Captain Marvel's magical attacks do against Spectrum, since his absurd invulnerability would have his defense covered. Blue Marvel loses to either one on T1.

I'm giving team 2 the slight nod. Monica has some serious weakness exploitation going for her against Power Girl and Adam can certainly hold his own against Billy long enough for Monica to help him.
