•CIS off
•No Prep
•No BFR
•Pre-New 52 Captain Marvel
•Spider-Man w/ Uni-Power
•Both characters are going all out
•Winner by KO or Incapacitation
•Fight takes place in Queens, NYC

It was a WHAT IF?(that I heard second hand) but if CIS is off I think it's relevant (unless proven he couldn't do it) but Pete did stuff like turn his webbing into adamantium. But then with CIS off Billy could just blitz him, and Wisdom of Solomon could warn him about potential stuff like adamantium webbing even if he misses or something on the first attack.

It wasn't a What If. He turned his webbing into adamantium in 616 reality. Here's a great respect threat with the scan in it.

If he got Billy in an adamantium caging he'd be in trouble, but as it is, he wouldn't be able to tag him.
