as he can land a shot before Cap can.

cc could def win this but unlike flash (who usually gets in close) tony can stay at a distance to finish him off. i'd take tony most of the time here but that gun would totally eff his armor if he were caught with it.

Snart can win this, as Leo says - even if Tony stays at a distance. His cold field is like a dead zone around him.
