As it says, this is not a singular versus match, but a war.
Masterminds: Revan
Thrawn
Additional agents: For Revan: Mandalore the Ultimate. The Exile. HK-47. Malak. Exar-Kun.
For Thrawn: Vader. Luke Skywalker (LotF). IG-88. Boba Fett. Starkiller.
While it seems biased with actual named people, the fleets consists of:
Revans: The entire Mandalorian Armada, along with the Republic fleet, as of the Mandalorian wars. He gets a cadre of 200 sith from the Sith Empire, along with the Star Forge.
Thrawns: The entire Imperial Navy and Army as of ROTJ, as well as the Rebel fleet from the Vong era (beginning of the war), along with 200 Sith from the Sith Empire. He gets access to the Eclipse.
Thrawn gets a super weapon, Revan gets an uber factory. All tech is updated to the LotF era standards, so there is no tech advantage. Mandos only have 100 Basilisk war droids unless more are made. Thrawn gets 100 Dark Troopers (all Phase III) unless the Arc Hammer creates more.
Thrawn currently controls the Core, the Deep Core (all hyperspace lanes are safe for travel there) and half of the Mid-Rim. Revan holds the Outer Rim, The Expansionary Region, and half of the Mid-Rim.
Given these resources and people, who comes out on top?
Note- Indigeneous species are assumed to be neutral and can not be swayed. No ewoks.
This takes place 5 years before the Vong invade. If the time when they invade is reached, they come in through Vector Prime.
Thrawn wins comfortably.
He's a superior tactician, enjoys a tremendous technological advantage & possible numerical advantage {the Imperial Navy is the largest in history}, and his agents are of substantially higher caliber.

Tech is evened out, the mandos and Republic got an upgrade.
Don't forget the Star Forge. It is capapble of mass producing an armada.
I agree with the superior tactician thing, however.
Though I think the numbers about even out due to the Mandalorians. They have a huge army, because they accepted other species.
I also must stress that the agents must not fight 1-on-1. They are commanders, commandos, etc. They CAN fight 1-on-1, but it is only a possibility.
I shall put it all out there with their placement.
Vader is currently on Coruscant. Thrawn is currently on Byss. Luke is leading the Imperials at Naboo. Boba is currently on Kuat with IG-88 guarding the ship yards. Starkiller is on the Eclipse. The current Imperial forces are stretched out, with Death Squadron over Coruscant.
Revan is currently on Tatooine. Mandalore is with the HK over Mon Cal, guarding the ship yards. The Exile is currently over Malachor V. Exar-Kun is on Korriban. Malak is on the Star Forge.
The fleets for Revan are spread out as well, trying to cover the entire Outer Rim, while a quarter is currently fighting in the Mid-Rim.
I am not arguing for either side, I just wanted to see what people thought, I am in a large scale war mood (because of Total War )
The sheer size of the Imperial Navy could possibly be enough for Thrawn to win. Add in the Rebel Alliance along with 200 Sith and the fact that he's the superior tactician, and it's almost a no contest.

EDIT: Misread the original post.
Anyways, armies re-arranging infrastructure is important as are supply lines. Thrawn's forces occupy the largest populated galaxies with the best resources and defendable trade routes. This is a huge advantage over Revan.

Huh, I could have sworn the navy at that point was smaller than I had assumed.
Alright, then in the interest of actually getting thsi thread somewhere, Thrawn currently has 50 ISD with another 20 halfway done, expected to be completed within 2 weeks. Revan has twice as many.
I would have thought the Star Forge would have meant a difference in the initial deficiency of ships.

Really depends. The ships of that era were smaller, and we have no clear indication of if the production could be offset with people to staff each ship.
