The Force. With sabers you can only have so many people engage a target at a time whereas the force is not so limited. Furthermore, it allows others to more easily to help one-another. If a duelist of low caliber can be blitzed by another higher caliber duelist, it really doesn't really matter how many low caliber duelists there are; they're all going to get blitzed regardless (if we ignore fatigue). Comparatively, a low caliber force user could be rag-dolled by a higher caliber force user, but if that low caliber force user is supported by enough other force users of similar power they can defend and then overpower their more powerful opponent.

Formation also matters, as far as sabers is concerned. Force, to a lesser degree.

And yet with the Brotherhood of Darkness we have a case where the Sith were at a disadvantage because there were too many of them. So sometimes less is more. But you would never say that about lightsabers. Case in point: Lord Nyax. He wielded six lightsabers and it enabled him to defeat three Force Users. 6 is great than 3 by a factor of 2, so clearly it matters more for lightsabers.

In theory, Force should matter more. In practice, sabers matters more.

Force users rarely use the force collectively even though they really should.

Depends on mindset.

Maul could very well ragdoll most people he comes across since he's trashed the likes of Obi-Wan with the force, but it's not (or at least wasn't) his character.

The Force is more important as augmentation can allow you to power through or speedblitz a more skilled swordsman, or outright crush him.

It depends on circumstances and abilities of combatants in question. Powerful strike teams could overcome the likes of Revan and Vitiate, but Darth Plagueis and Palpatine have been witnessed defeating hundreds in combat at once.
