Feloni has authority over maul and lenobi, witwer doesn't, what feloni says trumps what witwer says every day.
Not to mention that the whole maul underestimated Kenobi thing was phrased as an opinion.
What is clear is that in canon, rots maul has to have near parity with rots Kenobi for rebels maul being in vader's range as of rebels to make any sense.
Great find. It shows that Maul truly didn't grow, he's still thinking he's the same warrior he once was - he's stuck in the past, whereas Obi-Wan's moved on.

Good thing then Witwer knows Filoni's and Lucas's thought on Maul and his fights much better than you or I. And that nothing he said has contradicted Lucas or Filoni in any case.
Witwer himself was heavily involved with the creative process with Maul. And anything he didn't come up with was discussed with him in detail. Like he said he was Filoni's Padawan on the subject. You are not.
So Witwer explaining the scene in such detail is definitely worth more than taking vague quotes from Filoni and probably completely out of context.
You must have missed the part where he says he discussed the whole scene with Filoni in detail.
Nowhere does he imply it's just his own opinion.

I think his ROTS Maul = ROTS Kenobi quote was a typo. He's actively debated against that stance, like, yesterday.
Totally agreed though. Ignoring Witwer when it regards to Maul is so incredibly strange. Witwer has stated that Dave would explain everything going on in the episodes for hours with every little detail to him before he did the lines so he fully knew what was going on.

^ Yeah plus he's directly had creative input on Maul's character arc. Maul switching calling Opress "Apprentice" from "Brother" was Sam's idea. And that's a pretty big change (for the better) which defines the character.
And just in general Witwer knows Star Wars so will discuss it with Dave and others at Lucasfilm to a level other voice actors probably don't.

I'm not realy into getting into depth again but basically, the context of the quote and the question being asked clarifies what the quote says
@thor, compare maul and vader's performance vs ahsoka, it's obvious maul has to be somewhat close to vader. Maul getting "three-shotted" by kenobi was a sybolic choice for a multitude of in universe and out of universe choices.
You can't simply go by statements, especially the ones which are vague and open to interpretation like what you're posting.
The Filoni Celebration quote where he says Maul is broken and lost which is why he lost the fight, you claim has nothing to do with combat, yet Filoni gives that as the reason he lost, and Kenobi's new mind set as the reason he's sort of invincible now. So obviously that quote is talking about combat abilities!
Talks about how much of Maul being weak and frail is an act and how much is real. He refused to answer because he wants to keep that as a mystery to audiences.
But he does say that age wise he should be a contemporary of the Alec Guinness Obi-Wan, but then later on gives us the hint by saying the Dark Side ages force users more than the light side. In other words Maul would have aged more than Kenobi.
