Miffed System32 folder pops up

Whenever the downstairs computer (the computer I don't use, but get blamed for everythnig going wrong on it) starts up or anyone logs on, the C:\WINDOWS\System32 folder just... opens by itself. Why does it do that, and how can I fix it?

Okay, that worked. Now, I have a searchbar on my taskbar that I want to get rid of... I'm assuming that I can turn it off somehow if I find out the .exe name.. anyone recognize this bugger?
