Question Palpatine's reincarnation

How is it possible that Palpatine was able to reincarnate into another body(strips), where did he learned all this???
Was he that high developed in the Force, really, Palpatine is a powerful man...

In the 1st Dark Empire comic series he transfered his soul to his clones on the planet Byss after it was destroyed by Vader. the body that he used in the RotJ wasn't the his original body either. The Dark Force aged his body extremely fast.
